Lia Miller
U.S. Consul General in Barcelona

Lia Miller assumed the role of U.S. Consul General in Barcelona in August 2024. She is a career Foreign Service Officer with extensive experience in the Middle East, North Africa, Eastern Europe, Latin America, and Spain. She has demonstrated leadership and innovation in public diplomacy, communications, humanitarian relief, democratic institution building, and reform. Most recently, Lia served as a Senior Advisor for Women, Peace, and Security at the U.S. Naval War College, working in an interagency capacity. Lia’s previous assignments within the U.S. Department of State include roles in the Bureau of Western Hemisphere Affairs, the Operations Center, the Bureau of Global Public Affairs, the Office of Middle East Transitions, and the Bureau of Near Eastern Affairs. She has also served at U.S. Embassies in Armenia, Bolivia, Tunisia, Nicaragua, and Oman. Lia holds a Bachelor of Science with honors, with double majors in Social Work and African American Studies. She also earned two Master’s degrees from the Maxwell School at Syracuse University: one in Public Administration and one in International Relations. Additionally, she has a Master of Science in Social Work from Columbia University and a Master of National Security and Strategic Studies from the U.S. Naval War College. Lia is fluent in Spanish, Arabic, Armenian, French, and Portuguese.

Vicente Garrido Rebolledo
Professor of Public International Law and International Relations, Vice-Dean for Research and International Relations. Rey Juan Carlos University

Garrido Rebolledo is a professor of public international law and international relations and directs the “Francisco Villamartín” Chair of Defense Studies at the Universidad Rey Juan Carlos de Madrid. He is also Vice-Dean of International Relations and Research at the Faculty of Legal and Political Sciences in the same institution. Additionally, he is Vice President of the Spanish Association of Professors of International Law and International Relations (AEPDIRI).
Since 2022, Garrido Rebolledo has served as the director of the Institute for International Issues and Foreign Policy Foundation (INCIPE). Between 2014 and 2017. he was a member of the Advisory Group on Disarmament Matters of the United Nations Secretary Generals Ban Ki-Moon and Antonio Gutérres, as well as of the Board of Trustees of the United Nations Institute for Disarmament Research (UNIDIR). Since 2021, he has also served on the Advisory Board on Education and Outreach (ABEO) of the Organization for the Prohibition of Chemical Weapons (OPAQ). Additionally, he has served as Senior Advisor at the Sub-Directorate General for Non-Proliferation and Disarmament of the Ministry of Foreign Affairs, European Union and Cooperation since 2007. Garrido Rebolledo has delivered over 300 lectures in more than 20 countries, published 200+ articles and several books related to the non-proliferation of weapons of mass destruction, and contributes regularly to Spanish and international media and journals.

Lucía Mantecón Díaz
Professor Of International Relations And International Public Law. Rey Juan Carlos University

Mantecon Diaz is a professor of public international law and international relations specializing in security and defense with a gender approach. She is currently in the process of attaining her doctorate while studying at the International Doctoral School (URJC), and serves as chair of “Francisco Villamartín” Security and Defense at the same institution in partnership with the Spanish Ministry of Defense. Mantecon Diaz holds a graduate degree in international relations in English from URJC, a master’s in geopolitics and strategic studies from University Rey Juan Carlos III, and a diploma in national defense from the Center for Higher Studies of National Defense (CESEDEN).
