Lia Miller
U.S. Consul General in Barcelona
Lia Miller assumed the role of U.S. Consul General in Barcelona in August 2024. She is a career Foreign Service Officer with extensive experience in the Middle East, North Africa, Eastern Europe, Latin America, and Spain. She has demonstrated leadership and innovation in public diplomacy, communications, humanitarian relief, democratic institution building, and reform. Most recently, Lia served as a Senior Advisor for Women, Peace, and Security at the U.S. Naval War College, working in an interagency capacity. Lia’s previous assignments within the U.S. Department of State include roles in the Bureau of Western Hemisphere Affairs, the Operations Center, the Bureau of Global Public Affairs, the Office of Middle East Transitions, and the Bureau of Near Eastern Affairs. She has also served at U.S. Embassies in Armenia, Bolivia, Tunisia, Nicaragua, and Oman. Lia holds a Bachelor of Science with honors, with double majors in Social Work and African American Studies. She also earned two Master’s degrees from the Maxwell School at Syracuse University: one in Public Administration and one in International Relations. Additionally, she has a Master of Science in Social Work from Columbia University and a Master of National Security and Strategic Studies from the U.S. Naval War College. Lia is fluent in Spanish, Arabic, Armenian, French, and Portuguese.
Susana Beltrán García
Vice-Dean of double degrees, international projection and communication Autonomus University of Barcelona
Beltrán García is currently the Vice-Dean of Dual Degree Programs, International Projection, and Communication at the Faculty of Law at the Universitat Autònoma de Barcelona (UAB). In addition, she teaches the official master’s program in European integration as well as public international law and European Union law at UAB. She owns Doctoral studies in law at UAB. Professor in the master’s program in artificial intelligence and digital rights at the same institution. Beltrán García holds an active role in various academic and research initiatives, including the Editorial Board of Editorial Juruá Europa, Juruá Editora, CONSINTER, and the Editorial Board of Quaderns IEE. She also coordinates the study abroad program at the Faculty of Law at UAB, fostering international academic exchange through her work.
She is a member of the research group Global Security, Technology, and International Law. She has also worked with the research group Crimination discourse and practices. She served as a member of the Parliament of Catalonia, Spain, she was professor for the master’s degree in international relations at the Institut de Barcelona d’Estudis Internacionals. Beltrán has worked as a teaching assistant at the Universitat Oberta de Catalunya (UOC) in the politics and society program and the master’s in human rights. Additionally, she was the principal investigator of the R&D Project “The Participation of Autonomous Communities in the European Union and she coordinated the final research project for the master’s degree in European integration at UAB. Furthermore, she coordinated the public international law and international relations area at UAB.
